Sanitize all work areas, cutting boards, equipment and sinks used in the preparation of this recipe.
If garlic cloves are too woody, trim off brown root ends.
Combine all ingredients into a *metal hotel pan.
Gently mix together to combine and thoroughly coat the cloves evenly with the oil.
Cover the pan with foil to seal tightly.
Roast in a preheated 350°F oven until the garlic is tender and cooked through, about 1 hour. The tip of a paring knife should be able to slip through the whole clove.
Carefully remove foil from the pan.
Stir garlic.
Cook for 10 minutes.
Carefully remove from the oven.
Stir the garlic from the inside out.
Continue cooking until golden brown and evenly caramelized, about 10 minutes.
Remove from the oven. Cool slightly.
Carefully strain cooled oil through a fine mesh strainer into clean food storage containers, reserving the garlic.
Cool completely. Cover, label, date and store for service.
