Sanitize all work areas, cutting boards, equipment and sinks used in the preparation of this recipe.
Combine both flours, baking powder, baking soda, brown sugar, cinnamon and 1st portion of salt into a stainless-steel bowl.
Stir together until ingredients are evenly distributed throughout the mixture.
Transfer to a robot coupe.
Add butter.
Pulse until mixture resembles cornmeal.
Add honey, milk and vanilla.
Process until dough forms into a ball, about 1 minute.
Place dough between two pieces of parchment paper.
Roll the dough, alternating from side-to-side and top-to-bottom, to 1/8" thickness.
Slide dough onto a parchment lined sheet tray.
Using a fork, poke holes into the dough.
Bake in a preheated 350°F oven, low fan, until the edges begin to darken, about 25 minutes.
Remove from the oven. Cool completely.
Carefully transfer to a robot coupe.
Process until finely ground. Transfer to a stainless-steel bowl.
Add butter and 2nd portion of salt.
Mix together until thoroughly combined.
Transfer to clean food storage containers. Cover, label, date and store for service.
